The total amount of electoral votes comes from the amount of representation there is in Congress in addition to some other factors.

There are 435 seats in the U.S. House of Representatives.
There are 100 seats in the U.S. Senate.
And, to make things fair to the District of Columbia, we allocate 3 electoral votes to them as if they were a state.

That makes it 538 total electoral votes, and that is why Nate Silver's website is called FiveThirtyEight.
