I'm really trying to get what's being said, here.

I think the guy is contending that both counting situations occurred during the hand count. If that's the case, how would he know that the original count is correct considering that they're doing the hand counting in order to verify it? If he considers the counting situations as occurring at different counting periods... same question.

And isn't it a problem in the first place to have that kind of discrepancy between countings? Who's to say what happened between the tallying of the batches and the reporting of the tallies to the data centers?
