I think he's always stoned on something, at all times. People have speculated he'd been sniffing paint way longer than initially believed and he's been "working on wands" specifically to huff it. It's my personal belief he's permanently fried that he doesn't need much more stimulation than marathoning YouTube to feel contentment.
