What will be the requirement for accessing surgical healthcare benefits?
Sex reassignment surgery is included for patients who are sufficiently physically fit and meet eligibility
criteria. To qualify for surgery, the patient must:
1) have persistent, well documented gender dysphoria
2) have completed twelve months of continuous hormone
therapy as appropriate to the member’s gender goals unless hormones are not clinically indicated for the individual
3) have completed twelve months of living in a gender role that is congruent with their gender identity
unless a medical and a mental health professional both determine that this requirement is not safe for
the patient
4) have the capacity to make a fully informed decision and to give consent for treatment
5) have any significant medical or mental health concerns reasonably well controlled
6) have two referrals from qualified mental health professionals with experience in working with
patients with gender dysphoria who have independently assessed the patient. Such an assessment
should include the clinical rationale supporting the patient’s request for surgery, as well as the
rationale of the procedure(s)
He's staying in Oregon because their state health plan covers SRS. I wonder how he plans to meet these other requirements:

I'm like 99% certain he has Medicare or California's Medi-Cal. They cover SRS as well, but here's the kicker: he needs to find a doctor who takes welfare insurance and new patients, and is willing to do the surgery on a homeless vagrant for pennies from the government, and be willing to wait months for the government to issue a check for a minuscule amount.
Basically he ain't getting it even if Obama himself gives a SotU speech saying Phil should get it. No doctor is going to waste their own time and money on a hobo when they have patients with real insurance and real dollars and real homes.

No joke I passed there today, Phil has to be lying the place didn't smell like death, granted the hobo I saw was also too thin to be Phil.

It seems extremely unlikely that a doctor would agree to do this kind of surgery on a homeless person.I'm like 99% certain he has Medicare or California's Medi-Cal. I still have some doubts about the first one.I think that second letter is going to be "pending" for a long time.
