Yeah, he can. Once someone is in police custody, their safety does legally become something the state is responsible in maintaining.
Most people don't know the first thing about overdoses or restraints.
Considering the position that George Floyd put himself in by his own actions, Chauvin was doing exactly what he was trained to do to best protect Floyd. That his efforts were not sufficient to overcome the damage Floyd did to himself is irrelevant.

You're acting as if 'pretty confident' means 'is factually true', but it is not. Pull up the copies of the training material and show us where it says that.
His options were:
A) Continue to follow the policy manual and his training in restraint, which are approved and designed to protect the suspect and officer, but cannot magically undo an overdose
B) Break his protocol and training, making himself personally and professionally liable when he fails to restrain the suspect per protocol
