Yup. I see it a lot in IT. Callcenter work, for example, almost always has these fuckers swarming around at the edges. Management likes them because they drive the people who do actual work to do more and more work. Granted they burn out and quit, but call centers usually don't last past about 6-7 years, so it's fine.
