Bob's understanding of evil is even below Saturday Morning Cartoon level. For some reason, Bob's got this concept that stupid people are "too stupid to be GOOD", and "Smart people are too smart to be EVIL". And then tacked on to that, "Ignorance causes stupidity which causes evil" which is silly because ignorance can be remedied viaEvil does not come from ignorance. It comes having malevolent intent and carrying it out. This overrides "ignorance" on the macro and micro levels.
First, the macro:
Are the people who run mafia families and drug cartels ignorant? No. You can't be "ignorant" to run a criminal empire and be successful at it.
Were the men of Unit 731 ignorant? No. They held medical degrees and understood the complexities of the human body as well as biological and chemical agents.
Are the men running the Taliban or ISIS ignorant. No. You can't have taken on the USSR and the USA and still be a threat if you are "ignorant."
Simply put, evil enterprises (or ones thought to be evil at least) can't be run well if the leadership is unaware or not knowledgable of nature of what they doing.
Next, the micro:
Plenty of serial killers or hitmen have been diagnosed with genuis level IQs. Scamers and con artists also can't achieve their goals without some working knowledge of how humans operate in relation to economics. Serial rapists need to know the perfect time to strike and how to get away successfully.
I peppered plenty of air quotes in this post because Bob's idea of what ignorant means is embodied by the sort who resemble an extra from Idiocracy: the kind of person who subsists on a diet of paste, dances about in intersections, and claps like a seal at reruns of Barney.
In short, Bob attributes stupidity as the source of evil because everything about his worldview revolves around all-or-nothing concepts: if you're smart like him, you mist be good; if you're "ignorant," then you are not like him and must be evil.
This entire line of thinking unravels the minute you point out that anything like the examples I used or simply mention that there are real like Forest Gumps that exist and never hurt a soul.
Evil comes entirely from malice and then acting on it. It's the desire to inflict horror and harm on anything outside of yourself. Smart people can have these thoughts of malice and act on them. You can't call people like that "ignorant." I would say that Bob has the kind of desire for malice that would make historical mass murderers nod along in agreement, but he has not yet acted on it and will never do so.

Emotional intelligence is basically a study to show how much "empathy" and control over your emotions one has. And a lot of people called bullshit on this concept because it highly depends on the context of where a person is right now on their lives.
But when Robert talks about the stupid, he doesn't mean clever criminals, but a vast part of the populations that he deems unfit for modern society because Robert doesn't agree with their values, because he belives them to be hopelessly racists hicks.
But this is, again, Robert living in movie world logic, where this rigid categorization of people works to set a story to be told in the frame of 2 hours, but you would look stupid speaking as if the representation of such characters hold true in the real world, where people are nuanced and have complicated lives.
That is not to say we should forgive serious criminal and genuine awful people, but at the same time we don't go around saying that every Trump voter is a racist nazi.
But what is really disturbing about Robert is he seems to have this fixation on punishing and passing judgement on who is or isn't worthy to be redeemed and who "matters" to live in society. He keeps searching for news or butting in on conversations about the "garbage people" just to spew his views about how "bad things needs to happen to bad people", when its clear to anyone with eyes that Robest isn't pursuing some sort of justice, but chasing some pretty catharsis out of a deep seated resentment.
Of course we all know that is just is overwhelming impotent rage, Robert has no real power passing on who "matters" or not, but he tries to brush off this borderline psychotic behaviour with "Yeah, I know I'm not "NICE", but I am practical for the superior future" when he doesn't seem to get how creepy he comes across to people.
And when shit like what happened with Lindsay Ellis hits, he gets all "self-pity", talking about how he is unsure about who is or isn't his friend. Dude, no one wants to be around this bullshit, it isn't fun, knock it off.
