Because knowingly passing a counterfeit bill is a Federal crime you stupid fucking mong. He might not have known that it was bad initially, however once the clerk came out and confronted him and he refused to do anything about it, that does shift to "Knowingly" passing.

Not even that, if he hadn’t started acting like a methed up retard and not complying they may not have had to restrain/slap cuffs on him. His own behavior, immediate non compliance from the moment old bill showed up, was what escalated the situation.
