I want to see a stream where Phil hits the tip goal and the top tip is not above $50.

Your own statement contradicts itself, "you pay money to get laughs" but "do it really sparingly" because not giving him money is amusing mode DSP? Because this reckless boy spends all his money almost immediately. Which, for me at least, means that he just have a good paying job but live with his parents and doesn't have to pay anything. So, instead of saving money, he just give half of his paycheck to Phil and the other half probably goes to e-thots in hopes that he gets at least a little bit of attention from a female.
Thing is, with COVID-19 we just witness how the entire world can change within a few weeks, but this guy thinks he is going to get this money forever. Well, there is a harsh lesson that EmoBoy will learn the hard way.

Paying phil is literally from the an unironic fans perspective, paying him to give you less of what you want.
Its been shown time and again that the more money phil gets, the lazier he becomes and the less stuff he does. All the stuff that he used to do like elaborate dsp tries it and cooking with the kings he (or his paypigs) came up with when he was starved for money and now that hes getting plenty he's dropped pretty much everything. In addition well fed pigroach is a lot less funny than desperate pigroach who actually becomes boring af. So you get less of the drama and hijinks that both fans and trolls come for.
Now this doesn't matter in the trolls case, at least for me because I'm here (by here I mean KF not in the usually mindnumbingly boring PigPen) just as much for the stupidity of the fanbois. But the fans are paying thousands and then wonder why they are so bored they have to log out until phil gives them a whale call.
In terms of other effects it doesn't do any good or bad. If you want to help him it won't help. If you want to hurt him it won't hurt. No matter how much more you pile on to an already wellfed Dave, he'll just be back in the exact same way doing and saying the exact same thing whether he gets 10 bucks or 10000. You could cut his current earnings to a quarter and he'll still have more than enough money to get by. You donate 100 bucks and he just snorts at you and then a second later aside from the goal (if he even adds it) its as if it never happened at all. And then tomorrow its completely memory holed. Actually flushing the cash down the toilet or burning it lasts several times longer. Its one of the most meaningless inconsequential things you can do in the world.
There are an infinity of more useful fulfilling things to do with money. Help an actually worthwhile youtuber. Fund a small kickstarter. Pick one of countless starving artists who want to produce some niche type of hentai that has never been done before and throw them a few bucks to fulfill a dream and help some desperate horny guys out.
