Honestly, it probably has nothing to do with them paying him, or even direct action by China to begin with. The simpler truth, his handlers view it as a way to gain and seize power with now being their last chance to try.
The problem for them is that it's too early. The best time to do it would be before the midterms to try to justify the voting bullshit again. But holding it off is no longer viable.

I'm not denying that COVID is a legitimate threat or the safety precautions. It's the authoritarian hard-on mandates that several local governments are pushing in spite of economic and social depression. COVID was the best thing that happened to them. Flexing all that power for self gratification while masking it as "for the people."
I'm certain COVID will be played again during 2024 as Biden "saving America" from a deadly pandemic.
