Literally the only time we've successfully "nation built" was in Japan after WW2 but the Japs at least were willing to work with us and mostly abided by what we put in place and have remained pretty friendly with us ever since.

It's down purely to historical circumstance. In broad strokes Japan westernized itself via the Meiji Restoration and Korea had the dubious honour of being brought into the modern world through Japanese colonialism. Breathalyzer systems in cars are expensive, prone to failure and require specialized equipment to service. This would be an absolute nightmare and run small garages out of business while somehow managing to make service at a dealership worse. I'm sure it will have jubilant support. After all, it is just another way to curtail your ability to move and enhance the state's ability to monitor you.
