This Tweets wording does make it sound like it is because of Hurricane Henri, having a look at current new reporting and the warnings that are being given, also given the fickle nature of weather event like this and how it might affect things in the coming days, Cover probably decided it was safer to wait until afterwards. Last thing they want is for one of the members to be in the middle of that and adding stress on her when it's probably bad enough even if everything was running smoothly. Also the risk of being unable to capitalize of their initial momentum because of possible flooding and power outages.
Edit: Though I could just be letting my autism get the better of me, and it is just "simply" tech difficulties. (If someones computer died, that would be a real pain in the arse for them to fix/replace)

So for those who didn't fancy sitting and watching during the entire Minecraft EN relay streams, I have captured a final image of what each one was making now with a bit of description. This was the order of the relay now:
Ill put it all in a spoiler section because there going to be a fair amount of pictures now, and I'm not that much of a bastard to take an entire page now.
1st up was Matsuri who made some banners near the chests which has Welcome and some art banners. Nothing to grand now, just simple stuff but then again I didn't expect much from Matsuri. Link to Matsuri Stream
2nd was Ollie who made a pretty sick little building with the welcome banners Matsuri made, considering she made this in 30 mins was quite impressive. Worth watching her bit if you interested in the detail of it all. Link to Ollies Stream
3rd was Reine who made a little bridge thing to add onto Ollies building now. Even got a little pond under it, but was there any doubt from this fishing fanatic now. Link to Reine Stream
4th was Mama Mio who was making a railway, unfortunately she didn't finish it completely on her section but she did finish it off while the other were doing their bit. Link to Mio Stream
5th was Lamy who made a little well next to the bridge now near the end she did fill it up a few axolotls now not like they got a few thousand of them in boxes now. Link to Lamy Stream
6th was Miko who I think did arguably the most and what she did was the most helpful/practical. I don't know if she copied or brought over her giant map she made before but the giant map id say is one the coolest things in the server now, I know it took her AGES for her to get it updated and all lined up correctly. 7th was Moona who made a very detailed sort of dungeon area, her Minecraft art style have always been up there now. I know she didn't quite finish it in the 30 mins she had, in later screenshots it looks very nice indeed with water and all that. Link to Moona Stream
8th was Botan who honestly at first I thought she was making the Stargate of all things, and she isn't far off to be honest. She made the actual portal I believe to link the servers now, having the vines on it gives it a nice rustic look now. Link to Botans Stream
9th was Mel who bless her I know she is no Minecraft pro but she gotten a lot better as of late. Think she made some sort mini base thing or prison, whichever you want to call it now. Link to Mel Stream
10th was Risu our local tree rat who funny enough made a tree house, Its a bit basic as she changed her design a few times, but it looks pretty good in other view points where she carried on working on it now. Link to Risu Stream
11th was the best horror now Hachama, who with her classic grand design went epic scaling and just built a god dam tower behind the portal. Never change Hachama. Link to Hachama Stream

However, considering that said manager is talking to Gura's "Kouhai", it means the manager is also managing someone who debuted after her. Because they're EN, that means its either IRyS....or someone from HoloCouncil
Also, to answer someone's question about how hard it is to request for a game. Imagine you have to write a formal and legal letter, containing information of your group and talents, and all the legal bs that might entail from said permission. Now that's just one. Imagine if you have to write five, ten, dozens or so. Coupled that with Japanese-style talent management that also mean the managers is also handling as an agent. They're must be busy as hell.
That said though, Cover still need to improve both staff quality and quantity

Considering that Cover recruited non-Vtubers for EN (and also my personal preference), I hope its the artist one. But your theory is okay as well.
Your mention of timezone is also interesting, by the way. That means if she is Australian, she's going to have Asian timezone, close to ID and JP. Can't wait to see her interaction with ID if she really is Australian. Indonesia and Australia has many ties with each other

That’s interesting take considered Ina did said in one of her stream that she had a friend in Australia (not Haachama) whose talk about how she need to buy a new thongs (Aussies word for flip flop) so she can go to the back yard. This could be some Australian artist that had some streaming and know Ina (that could zone down quite a bit). In the end, Vtuber is like any business and it’s all about who do you know that will get you a foot in the door (faster interview process while the rest of the process is still up to you but get front loaded over thousands applicants surely is a good advantage).

After a quick dive on this person, I wouldn't be surprised. Marica was also fluent in English and Japanese (which Hakos has also proven herself to be), was a good singer with an obvious passion for it and was a big Hololive fan (favorite Vtuber was Roberu) and even had Moona and Ollie drop by her streams. She also has a fairly cute, one one might even call 'mousey', voice to her.
Only thing that seems a little off to me is that if Hakos is Marica, I can't pin down why Mori would be so obsessed with her as they don't appear to share any interests or similarities at all.
On a side note, the reason her YouTube and Twitter got nuked was due to the MyHoloTV drama that happened at the start of the year where her entire gen got canned over contract disputes or something.
