So there was a TV miniseries back during Reagan in 1987 called Amerika which basically amounted to - in a "future scenario" at the time - the US had been infiltrated from within by the Russians for decades and eventually were officially invaded.

He's not using the modern legal sense of "an event that justifies the initiation of war." I suspect the singular could work in that context, especially if you're referring to a specific war (exempli gratia, the sinking of the Lusitania and the Zimmerman note were adequate casus belli for the US to enter the Great War). But sometimes words assimilate the grammatical forms of their neighbors, so maybe plural casus always takes bellorum, I don't know.

For 40 years, hundreds of African American men with syphilis went untreated, given placebos and other ineffective treatments, so that scientists could study the effects of the disease, even after there was a cure. They were also never given penicillin, despite the fact that it had become a standard treatment by 1947.

The government giving people "free medical care" that wasn't actually free medical care but instead placebos, despite the fact that there were proven treatments available? Just replace "syphilis" with "COVID-19", "penicillin" with "HCQ and ivermectin", and "600 black men" with "the entire goddamn country", and it's pretty much a dead fucking ringer.
