It did sort of exist. Back in the day deaf people would create a type of parallel society to the normal one by either fucking of to a town with nothing but deaf people or a district within a town. Think "Little Italy" but with deaf people instead of Italians. Now while it did sort of work in giving deaf people an easier life it ultimately wasn't great for a ton of reasons which I won't go into now.

This btw is what Bell was against. Not deaf people themselves. He viewed sign language as something that would only isolate the speakers and instead favored alternative methods to speak so that they would have an easier time with interacting with the normal society. As for not wanting them to have kids, it's a half truth. He was against two deaf people having kids together as he viewed that as encouraging deaf people to live in those parallel communities. In fact he married and had children with a deaf women.
