There are significant areas of Portland that were 65% black even as late as the 1980s. The city was 7.5% black overall, a little less than rest of country, but huge for the PNW. They've been consistently driven out of the area by hipster scum over the past couple decades. Several Phil Phollowers have speculated that deep down inside Phil really isn't the radical leftard that he wants people to think he is. He loves guns, has a military and cop fetish, can be pretty racist at times, has some pretty strong fascist/authoritarian views...basically he just wants everything for free without having to work. That's what Phil thinks Socialism/Communism is, so that's what he identifies as. And lefty groups tend to be far more accepting than conservative groups, but Phil easily wears out that acceptance.
