This is how it goes:
- someone on the Russian interwebs gets snitched on
- cops check
- lolsuit
- sentence
- judge adds naughty pictures to the federal Registry of Naughty Content
- RKN scans it, searches the interwebs, and issues takedown requests to whoever hosts a copy. The process is 100% automated.
They don't scan the Farms, they do a reverse image search for a meme someone posted on VK.

Note: the vast majority of Naughty Content are various texts and a few songs which call for extermination of Muslims or non-Muslims in Russia. Jehovah's Witnesses publications are on it, too. A modest but growing section of pro/anti-hohol content. Humor and memes are a tiny minority but the image descriptions are a joy to read.

I worked in the Naughty Words department which dealt with online media (not private citizens). Private citizens were getting snitched on by the platforms themselves (suck as VK and OK). I hate journos so I thought why not. They put a different letter agency in the job ad and only told me it was RKN on the phone and asked several times if I might have changed my mind. I thought, whoa, there might be patriots there, I might get to marry one.

The function of the Naughty Words department is to look for specific offenses in licensed online publications, in articles as well as in comments; offenses like discussing a running candidate a day before election, or mentions of banned organizations without a notice that they are extremist and banned (as of today -- well yesterday -- LGBT needs such a notice). But, by volume, 98% of the offenses at the time I worked there were naughty words.

Publications were classified into three tiers of urgency. For tier 1, every new article should be checked within an hour of publication; for tier 2, within 4 hours IIRC, for tier 3, within 24 hours. Then they have to be periodically rescanned for changes and new comments. Humans set up html element selectors and browser automation scripts and bots did the work. There was a system of proxies RKN rented to ensure publications can't just serve a halal page to RKN and a haram page to human readers. If a bot found a potential infraction, it sent it to linguists (grunts with humanities degrees doing remote work). If a linguist confirmed the infraction, the work of Collection-Analysis ended and the other branch of Naughty Words took over the case and fined the publication. That was semi-automated, too.

The purpose of the whole system, which you probably already understood, was to harass Tier 1 publications with fines and mandatory busywork, police their content, and encourage them to close or premoderate their comment sections (which would chill discussion). All the libshit rags (Echo, Meduza, Novaya Gazeta, etc) were Tier 1.

So libs were getting paid to destroy their own favorite journoslime.

You might be wondering, was RKN poasting any naughty content themselves, to then screenshot and fine the offending rag? Surprisingly not. I had access to every git repo and took a very good look at the code. Rumors are feds do this to private citizens, having root access to Russian social networks.

Telegram was being blocked in Russia at the time. The whole IT wing of RKN used Telegram for work communicaton and urgent system alerts, like a stuck worker process or an overflowing queue.

I don't know what they are doing now. On one hand, the libshit rags fucked off to foreign juristictions and are blocked in Russia, there's no one to harass with fines. On the other hand, the job was quite a sinecure for large adult sons. My department was 4 programmers, an incompetent nonprogrammer "scrum master" boss, a documentation writer, but a horde of secretaries and undersecretaries prepared excel reports for the higher-ups. They were supposed to write and run raw sql queries, but they didn't know sql so they came to us for help. We did NOT automate their work, there was an unspoken understanding that it would be uncouth to even suggest this.

The department that's "informing" Null is a different department. They don't do either Collection or Analysis, they use existing search engines to look for copies of established extremist content items (books, texts, images, songs, videos). They're not looking for original spicy memes or all pictures with a swastika ever, just the specific items on the ban list. No one is getting offended or butthurt.
