Well, that was because "society" was abusing the mental health care system (which in turn was abusing the mentally disabled) by dumping anyone who "seemed odd" off at the nearest loonie bin, and leaving them to rot.
Do a Google search with the word "Willowbrook" and see what a typical psychiatric hell-hole was like back then.
Oh, I am well aware that people throughout the West were locked up for deviating even the slightest bit from the status quo, but it does not mean that forcefully removing people from society who are making it dysfunctional is not a bad idea. Don't get me wrong, I don't advocate blatant discrimination, but locking away someone like Phil, who could potentially kill a woman or a man after one of his crazy schemes backfires is a good idea. What I am trying to get at is that people who advocate these people's rights are not exactly inviting them over for dinner or volunteering to keep track of them. Along with other Western countries, the US has been sort of bipolar in progression, either we're oppressing people to the point of legitimate victimization, or we let them roam free like animals to poop in our neighbour's backyard, there needs to be a balanced middle ground on how we deal with people like Phil, Jordman, Chris, ect.
