Pretty sure your bank wins over DSP. When someone stole my cc info I literally went to my bank and we went over a list of charges. I was able to reverse whatever I wanted. If you told your bank to reverse a paypal charge I think DSP would have no recourse.
I had someone get into my PayPal account once and make a bunch of transfers to some other account they linked it to. It took all of a few minutes to get it reversed, so I don't doubt in the case of reporting a stolen credit card or hijacked account the matter is resolved quickly. But I don't think most of the trolls go that route, opting instead to dispute the payment via PayPal's system like German goose did dude. Or they just straight up lie about it since it tends to be a defense after they don't get the praise they expected for throwing pennies at Phil. It is usually followed by "it was only X cents/dollars" too, which makes me think if they're using that logic, they're also implying it is too small to take the time to dispute it with their bank/credit card company. Some also insist they have successfully done it multiple times, so if that were the case, why not do larger amounts to actually troll Phil and get under his skin?
I don't doubt that at least some of the trolls have successfully gotten their money back whether through charge backs or PayPal's refund system or whatever other method. I just question and am very curious to know how much of it actually happens/how much Phil actually loses. It is possible he's managed to keep quiet about it for the sake of his ego or out of fear of more people pushing for chargebacks, but if it was happening as frequently as some of the troll tippers like to apply, I think it would have come up by now. At the very least, I don't think it would be Phil's preferred method of getting money. He really pushes donations more than anything else. It could be that the instant gratification of instantly getting money overrides having to eat some losses on said donations, but I'd think that would also support the idea the chargebacks aren't that common. Especially if you factor in that a lot of the disputed tips are $5, so if he's eating $20 from chargeback fees, he'd genuinely be losing money, and there's no way Phil would adamantly push for something that doesn't fuel his greed.
