One theory goes that, in evolutionary terms, breasts mostly exist as a biological Attraction Sign. In primates who go on all fours, the buttocks are, for obvious reasons, the focus of sexual attractiveness. Think baboons for an obvious example. A big ass indicates fertility and is therefore considered hot. But as we evolved to walk on two legs and to communicate face-to-face, our bums were less obviously visible. The breasts evolved as a kind of front-mounted pair of buttocks which would indicate that the woman you're talking to is a well-fed and genetically receptive female. The trade-off was that they became less effective for breast feeding, because larger breasts carried the risk of smothering the infant.Touche, however I've been under the impression that women are required to cover their breasts because the sight of them is, for the lack of a better word, distracting. Do men* find breasts naturally attractive, or is it a cultural thing that we can slowly weed out?

That being said, there's definitely a cultural element. In the 20s and 60s, a slim, boyish figure was considered attractive. In the 40s and 50s, curves all the way.
