It's very clear. A few weeks ago, he was on reserve status. Now that is gone and he's been appointed as the ambassador to the PPC. He's sitting in his hovel waiting for his first diplomatic call.
Some time ago a few of us in a Discord Group speculated that it's kind of like Chief Master Guru to Xavier: Renegade Angel. Basically tell him he has something really important to do that can't keep him around and he bounces and squeaks away to do some mundane task while they all laugh at him and kind of celebrate.
My guess is a few of them got together and told him to take a shower or said he looks and acts nothing like a woman or that he’s white. So he got all huffy and waddled away and made up some story about how they aren’t tough enough for him.
