According Hambones Failbook posts her Foster Mother was paying for her cell service when she was shacking up with Kacey in Arizona.
We know Krystles parents were also giving her shit then as well then put her on sped watch payroll.
So there is no way in hell Dusty couldn't have logged into her fucking bank account to see where the money is coming from who the fuck lets someone like Amber manage finances when she had a lien on her paycheck for going into collection from college tuition. She was forced to go on a payment plan cause they were garnishing her checks.
