Really? Slight PL, but I live in a place that gets quite cold, and this is not a thing for us at all - unless you're dealing with a multi-day blizzard that's taken down powerlines and you're without heat for days because crews can't physically go out and repair the damage. Plumbing is run below the frostline and on the warm side of insulated exterior walls (when it has to be on external walls) to prevent bursting, and external lines like fountains and garden faucets are purged before winter - but maybe our set ups are done differently than many parts of 'Murica because of the sub-zero months we get.
