In some places it's illegal to have your dog outside without a leash or not tied out. You'd be surprised what people in small towns in the middle of nowhere do when they're bored, particularly if it means shutting up a screeching 500 lb entitled toddler. I'm not saying it was someone in their town, but it's also not entirely outside of the realm of possibility either. People in small towns can be pretty petty if you burn them.
