Chris makes incredibly stupid decisions, but he is not technologically illiterate. He could operate an emulator if he had access to one and the desire to use it. Chris was playing video games on a Commodore 64 when he was in his nonverbal phase, he is able to use software like Photoshop, he built webpages in HTML, and he obtained an associate's degree in CADD, and I don't think Bob could have done ALL his work for that. Chris is likely better with the technical side of technology than a lot of people in their 20s nowadays.Even if he had some computer in a common room at the group home I'm not sure if Chris could puzzle out how to download and install an emulator without someone holding his hand through the process. If I had to guess how he's playing it, I'd say its more likely Chris is playing pokemon go on whatever public wifi he can steal on a phone with no sim card or a deactivated one. You also don't need that good of a computer to run bluestacks.
I could be wrong, but I think lawyers in Virginia are expected to take a small portion of their time each year to represent charity cases like Chris. Heilberg was assigned the case and he got paid, but much less than a lawyer of his caliber would normally be paid.
