He could be playing Pokemon Go on an emulator. The right ones and muffing with the settings you can make your GPS be anywhere, but I'm like 90% sure android emulators are beyond Chris' computer know-how.

Even if he had some computer in a common room at the group home I'm not sure if Chris could puzzle out how to download and install an emulator without someone holding his hand through the process. If I had to guess how he's playing it, I'd say its more likely Chris is playing pokemon go on whatever public wifi he can steal on a phone with no sim card or a deactivated one. You also don't need that good of a computer to run bluestacks.
