Its still way more than Bethesda had during the development of Morrowind. They managed to make their best game (a fact) with a team of 18 programmers (they were building the actual engine at the time as well), with around 20ish artists and a single concept artist and only 8 writers.
You triggered my oldfag software autism. Morrowind was built on NetImmerse (later rebranded Gamebryo and then Creation Engine), which was not in house -- it was created by an unaffiliated company, Numerical Design Limited. (Archive) Back in its heyday, it was licensed by a ton of other companies for use, both for games and for non-game software. I think you might be confusing it with the earlier XnGine, which was used on Daggerfall, Battlespire, Redguard, and the two Terminator games, among a few others. XnGine was created in-house by Bethsoft, and it was a flaming piece of shit so unstable that Gamebryo was the lesser evil.
Edit -- Tism nitpick aside though, I agree with your actual point. They're drowning in resources and help compared to so many other solo/small team projects, and have jack shit to show for it, aside from a measurable negative effect on the TES modding world as a whole. They seem to be a symptom of the larger dysfunction that's been brewing in that part of the modding community the last 8-10 years. I hate to use the term "toxic", but I can't think of one that fits better for its current state.
