About the PV observations, I agree they deliberately created scenes that look perfectly normal when viewed casually, but when you notice the discrepancies, they can't be ignored.
Tea Party: it's easy to focus on Mika at the foreground. Nagisa being on her phone is visually a small detail, but based on my understanding of the previous lore, something that really shouldn't happen in a scene like that? She'd be either relaxing with her friends, or having a discussion about the internal politics of Trinity in a setting that's engineered for peaceful conflict resolution (unironically.)
Foreclosure Task Force: very subtle, like @Lerias said. Everything is, for lack of a better term, slightly off.
Makoto: Coincidentally, a recent "Sensei, can we have some of your time?" featured a very motherly Makoto. (a Ma-makoto, if you may.) Could it have been an intentional reminder of her characterization, so that the PV discrepancy becomes more noticeable?
These would fit neatly into the broader "conspiracy?" Nagisa is bored enough to doomscroll because "conflict has been removed." Makoto is like that because character nuances are also being stripped away? She's reduced to just "scary authoritarian leader?"
Bonus: Hina/Prefect Team not being shown at all could be a 'meta' way of further implying that Kivotos has been disarmed/demilitarized.
