Unlike other industries where generally harder and smarter work produces better results? Or they can court various customers and try various products? A farmer can still lose his shirt to the roll of the weather dice, something that he can in no way appeal to or influence.

So it only makes sense there's a source of income of last resort if you're a farmer who tried their best and the rains just didn't cooperate.

This and it's a part of national security as well. In case a war or something breaks out, the last thing you want is to either be dependent on your enemy delivering food to you or being able to blockade your food deliveries.
