"If there was a concern with the gifted students, why not focus on those with Down syndrome?"

I will not even link the stories of the Minister of Science Technology and Innovation propose a law prohibiting innovation, or Brazil giving default in ESA supertelescope in chile, but it is worth repeating the statement of the Hon Mr Fabio Garcia (PSB) to withdraw from the Congress agenda the release of budget for said telescope:
"We request the withdrawal from the agenda of an agreement that the federal government did with the European Union that would make Brazil spend 800 million reais with astronomical research. The stars that need to be seen in Brazil is the Brazilian people that suffers from a lack of health, education and quality of public safety! we are together "

Not races,just people from 1st world countries.
Basically media,movies,etc sold a image of ''OMG USA IS SO AWSUMZ!!!"' ''LOOK HOW CLEN IS CANADA,F%CK U BRASIL!!''.
Basically the upper class wants to become europeans,the middle class dreams of buying cheap things(ps4 is 2000$ here,no kidding you guys,iphone 6 cheapest version is 1500$)
and the lower class doesn't give a damn.

Brazil infrastructure is really poor tho.
Most of our transport grid is based on roads,which are extremely outdated and poorly kept.
Also most are 2 way only,causing large bottlenecks
Meanwhile the socialist goverment is financing a large port on cuba,while our own ports rotten away

English is way more common,Almost 70% of brazilians dont understand spanish only portunhol (portuguese words with spanish accents and a lot of frantic gestures).
Basically we almost never traded with our spanish neighbors in the colonial era,so we never had a large cultural exchange with eachother,the results are seen even today.

I felt it was necessary to give some perspective.
Brasil is a pluripartidary nation - this means that politics involves giving option to many parties to exist. Unlike the US, however, Brasil did not go for a plain left/right, in part because that's how things were during the Ditadura Militar [Military Dictatorship].
That is why there are eight separate Socialist parties, six Christian parties, and eight separate Workers parties.
That said, most of them have no hope of making it to the presidential position because they're small and poor, so the real purpose in this is to make alliances to influence the highest amount of people so they can control the other positions... because Brasil has a severe amount of people that must be voted into power. Mayors, Aldermen, Governors, Deputies, Senators, and finally Presidents.
Too many people that are mostly unknown to the populace.
