Never played RDR, have no clue what she's talking about, but it sounds like an awesome throwback at stereotypical "moustache-twirling villain schemes involving railroads, overdue rents and a damsel in distress".
Or rather, let me put it like this: In a game that centres around killing a shitton of people in a lot of different ways, being able to tie up people (and yes, that includes women) to kill via railroad seems awefully benign (and fun).
Geez, it's almost as if these people have absolutely no humor...
