Could it be that "struggle to find recruits" and "openly state you want fewer of a particular racial demographic" are items that could be connected, in some roundabout way? No. It couldn't possibly be.
“A lack of inclusion is a major barrier to both retention and recruitment,” said Lt.-Gen. Jennie Carignan, the CAF’s chief of professional conduct and culture, a role created by the federal government last year.
Meanwhile, in reality, rural white men aren't signing up any more, and the ones that have are quitting in droves. So, unsurprisingly, the problem is the exact, polar opposite of what is being stated. And yes, there is a full-on
Lieutenant General of "Professional Conduct and Culture". Note that usually Lt. Gens command entire elements (E.g. commander of the Canadian Army). Sigh.
The officers acknowledged that recruitment has also been affected by a sexual misconduct crisis that exploded within the CAF last year, as well as by the COVID-19 pandemic.
Perhaps having a witch-hunt purge of the old guard for dumb shit they did in university 30 years ago, combined with mandating medical procedures and kicking out anyone who refused wasn't such as good idea when it comes to attracting recruits. But what do I know?
The CAF has recently introduced new measures intended to make military careers more attractive, including: changes to compassionate leave to include bereavement and family violence; providing clean and private spaces for nursing and pumping; a new leave category for situations including sick children or parents as well as non-Christian religious and spiritual holidays; and removal of the sex designation on military driver’s licenses.
Great fucking ideas. These will definitely attract the warrior demographic.
A retention strategy is nearing completion, Bourgon said, and recruitment campaigns have been launched to specifically attract women and Indigenous applicants.
Given that the same sort of people behind this type of thing were the ones giving impression that the CAF is (1.) a hive of sexual misconduct and (2.) the defender of the racist / colonialist /settler /mass-grave-digging / genocide state occupying unceded land, I fear that perhaps this will be an uphill battle.
The CAF will soon unveil a gender-neutral dress code that governs how members dress and wear their hair. “After all, professional skills and competence are not defined by the length or the colour of your hair,” Bourgon said.

“We've heard from our members that the existing dress instructions were not inclusive, and did not allow our members to represent their authentic selves while in uniform,” said Bourgon.

While the Forces has a goal of reaching 25.1 per cent of women recruits, in 2021 that figure stood at 15 per cent.
Could it be that women are just less likely to want to be soldiers, and that no amount of recruitment funding will ever be enough to re-write millions of years of biological hardwiring? No! That's reactionary misinformation, you chud. The killer ape that is Homo
sapiens is infinitely malleable.
“[We are trying] to make sure that we, through our soon-to-be-published retention strategy, will have the ability to measure the causes of attrition, what causes unhealthy attrition specifically, and why people are leaving… this is, of course, a number one priority for all of us, ensuring that readiness is not affected,”
And this will amount to nothing, because very few people are going to be honest about why they released from the military. Nobody wants to get put on a list. It's always going to be "uh, um, I have other priorities" or "I, uh, well, I have family stuff to take care of". And so the apparatchiks will continue to sit there, scratching their heads.

Recruiting more teens and twenty-somethings into the military will be a challenge. Appeals to Canadian patriotism, for this age group, are largely useless.
But there is one reality of Canadian military service that should serve as an incentive to join: military pay.
Ah yes, importing foreign economic tourists and lambasting your own country as an illegitimate colonialist construct have not paid dividends when it comes to patriotism. Never mind, let's just go full mercenary and hope the browns we imported will face the bullets for money alone. After all, as Napoleon said, "a man doesn't get himself killed for things that speak to his soul. You must offer him a half-pence a day to electrify him." At least, I think that's how it went.
