Its not economic its cultural, and the culture has been intentionally poisoned for at least three generations. Children are already subsidized via tax refunds and only the trash take advantage of that because that is a terrible reason to have children.

The vast majority of the cost is elective, all you need at a minimum is somewhere for them to sleep and food. Most peoples childhood was like this in eras where the population was growing.
