I would hazard an affirmative. PII = Personally Identifiable Information.

In HR, we were told it was generally name, employee number, height, weight, eye colour, hair colour, anything on a CV, citizen ID #, IT login credentials, medical reports, or anything derived from such.

The best way to explain the attack that occurred in real world terms is like a light ongoing blowjob. Null had the feeling of constantly having his dick lightly sucked. i would consider three things here ...

first and foremost, it's a government agency.

second, it specifically states "we may share the personal information you enter into the ccc with other parties", which is then contradicted by stating that it will be shared "with the public after redaction of personal information". if they automatically redact your personal info, then what personal info is there to share with the public?

third, it specifically states that if there is an fcc enforcement action, which there very well may be, "your name may be made public unless you explicitly request confidentiality".

I guess they just added the filter to this one peer and not to their downstreams template. It's holiday season and possible that they didn't want to do such a big change during that time but that's only one of multiple possible reasons.

Tor is holding pretty well, though Null might have to bring back out the wasp spray again if we want to get back on the clear net. Or just go nuclear with a heavy duty WD-40 style solution.
 
Sitrep: Can't get to the Farms on clearnet. Norway and Netherlands VPNs suffer from inconsistent speeds ranging from "normal" to "glacial", yet no errors. Haven't tried Tor recently. Trannies still dilating.

EDIT: Tor seems consistently cromulent.
