I think it's somewhere in this thread; the guy's name is Robert Matthews. In spite of this, it appears only a few days later they reversed course.

As my FCC complaint requires a response from CenturyLink to Me, I look forward to talking them about how they lied about doing this while I called their support and network operations center. It's kinda weird for me. With my Ukraine vpn, I navigate the site and it'll be speedy, pages loading, then suddenly poof 502 error, then refresh and it just works™. On my Illinois vpn, I have no issues.
