I still suspect that this simple but bizarre reason is that he wants to be his own girlfriend. Chris's mind may be more simplistic, but his mind also works differently. Many things that are common sense to everyone else, he doesn't know. He also has many bizarre beliefs, which I guess is because most of his beliefs are based entirely on what he wants to believe, instead of reality.
There's probably a simple, but bizarre reason for his tomgirlism.

Maybe Barb used to dress Chris like a girl when he was real young. It's not as crazy as it sounds; Ed Wood crossdressed because his mom wanted a girl, and she dressed him in girl's clothing.
I could see Barb doing that during his mute years, just treating Chris like a little dolly and putting cute clothes on him when Bob wasn't around.
