Keep in mind that renters don't show up as property owners. Los Angeles County requires you to pay to search their records (some other counties don't), and even if you did pay, you'd never get a bead on Vito (or any renter for that matter) as they're not the owners. The landlord can live damn near anywhere, find a property management company (there's plenty of them in the Greater LA Area), give them ten to fifteen percent of the monthly rent to handle everything, and you go about your day; thought it helps to be close to be able to maintain some sort of sight on your property. It also doesn't help that cities in the Greater LA Area are practically built on top of each other; you can get on damn near any road, drive in any direction for 15 minutes, and pass through 3 to 5 different cities; sure it may be a different city, with a different zip code, and different fire/police/etc, but unless you know where the exact geographical boundary is, you'll never know where one city ends and another begins.

I'd also wager this is Vito's address as California has been having a hellacious cost of living spike for several years, even before 2020. So Vito registered his business in 2020, and was probably living in the same two bedroom apartment he can barely afford (as he said on Sep. 9th); he most likely didn't move anywhere because one, Corona, and two, the competition for places is so high and landlords are charging as much as they're legally able to. If Vito is having trouble affording rent in an older tri-plex, he's not going anywhere until he either hits it big or they kick him out.
