One of the primary effects of cocaine is that it makes you crave more cocaine, and he has no willpower when it comes to anything else, so it tracks that he'd start abusing.

Juju has stated multiple times in the past he doesn't care about friendships or social bonds, and I don't believe he actually likes Vedo, but I also don't believe he has a shred of remorse for associating with him or any of the other degenerates in his squad.
