2. Unless your government prohibits it
It does raise an interesting question in that there doesn't really seem to be a descriptor of what "grossly offensive" means. There's an important concept in English common law that the law actually has to be written, known as nulla poena sine lege. You can't just prosecute for someone offending you unless there is a written and agreed upon statute on what illegal offensiveness is.

But that's not going to go anywhere because the only entity more weak and pathetic than the UK is the EU and UN.

No he shouldn't. Article 10 clearly defers power to prohibit speech to regional governments.

Article 10 is nothing. It's not a right. It's just an announcement that you have free speech except for when your speech is being prohibited by the government. It's a statement of fact that could be just as accurate in the fairest democracy and the foulest police state. It's like saying "You have the right to not ever be raped, except when somebody wants to rape you."

No but seriously, if there aren't protests by people other than cringy kekistan autists today or tomorrow then the UK is officially done for. This is the "When they came for me nobody was left" saying personified; today it's some Scottish dude facing serious monetary fines or incarceration for a silly joke he made online, tomorrow it's anyone that doesn't have a "diverse" skin color getting thrown in prison for complaining that they don't like it when their female family member gets raped for the 5th time by Pakis; something that is already happening in an equally cucked and doomed country.

Rather unfortunately in the UK anybody who feels like they're being targeted is perfectly at liberty to bring a legal case against somebody who they feel is committing 'hate speech'. Usually this doesn't get off the ground because most magistrates will view these claims as dubious at best and refuse to hear them unless the perceived victim can prove beyond reasonable doubt that they are being targeted in some way. That being said it only takes one magistrate to be in the right mood to take the case past the initial stages and all of a sudden you blow it way out of proportion. The tabloid media in the country love this shit and will do anything they can to portray innocent people as racist Nazi pigs in order to get a decent story out of it which makes it more likely that a magistrate will convict somebody in order to not be labelled 'soft' by the fucking Sun or the bloody Daily Express. Our entire legal system is fucked from the bottom up.
