Ohh. I didn't realize that. Because Shadowrun is balanced around essence where everything has a cost and you just straight up fucking die if you go below 0 essence. Though in 5th edition there was the cool concept of 'cyberzombies' basically corps putting in SO MUCH cyberware people just lost their shit. Though that was basically unleashed as anti-mage weapons (Negative essence characters are REALLY hard to hurt with spells). There were also options for fully cybernetic characters except for a brain ala GitS. I still like Shadowrun over cyberpunk 2077.

It tries to balance around that, and if you go passed zero you do become a cyberchyco. Problem is that since the points you can spend on cyberwear are purchased by a stat (EMP), you can dump things that arn't the stat and then just replace them by cyberwear. Unlike Shadowrun there isn't much non-Roleplay reasons to not cyber up until you're a barely functional machine, since the stat it lowers is only really useful to face characters.
You can respec your perks at least, but it is a retarded amount of money, like 100k. But you're right. Bullet time and berserk are pointless, but you CAN mod in bullet time. I have 2 bullet time mods, one when I aim and one when I get caught. Quick hack is hilarious. Short - Circuit + Synapse Burnout + Legendary Cyberdeck to Spread to Multiple people + Spread Increase perks = 3-4 gangers disabled and/or dead, bum rush them with a fully automatic and silenced weapon to finish them.
I mean, you can play however you want, really, but quickhacks make combat a joke.
Everything makes combat a joke lol. Using stealth makes combat a joke. Charging in makes combat a joke. Using a decent weapon makes combat a joke. Using cyberdecks makes combat a joke. I'm not sure what you can really do to make combat not a joke. The AI isn't advanced enough to hurt you. Everyone thinks that hiding behind cover is brilliant even though your gun can still hit them and you just casually took out three of their companions who tried hiding behind cover, then they trip over the body trying to reposition in a position that just makes them easier to hit.
The only difficult fights are when you go against someone much higher level than you, and that is only because your weapons just tickle them while theirs kills you in one hit. And you can still win those fights because the AI is terrible.
