I think it's less about how spongy the enemies are, and more about how powerful the weapons feel. Powerful weapons should always feel powerful, even if you're shooting them at a tanky enemy. I like to use Resident Evil 4 as a good example of weapon feel, since weapons have predictable effects on enemies regardless of how much of their health you knock off with each shot. On the other end of the spectrum, you have the modern Fallout games where unarmored raiders will take fiddy cal rounds to the face without flinching.It sounds like they might pull it of right.
Personally i'm absolutely ok with mechanical abstractions so bullet-sponges in say F:NV never bothered me but i can understand why it would be a problem.

I absolutely agree, its all about feedback. Again DOOM Eternal had pretty beefy enemies but because they would stagger bleed and loose chunks of flesh it felt alright. Hard to say how, to be honest. Jeez would she stick out like a sore thumb though. Way too clean and pretty for Cyberpunk, and frankly, why carry Swallow when you've got a Kendachi mono-blade or an Arasaka thermal katana? Hell, Geralt's finest weapon in the books is a brand-new dwarven blade made using the latest technologies and techniques, so her blade would get laughed at for being a worthless antique on the streets.
I remember the devs being asked about Ciri ages ago and they very explicitly said she would not be in the game.
Could have changed since then but I wouldn't expect it.
