Skellige was fine. The issue was how long things kept on going after you got Ciri back. In terms of pacing it was like playing one BioWare game to the end and then backtracking all over the same places to assemble your team for the big battle but then wait, that isn't the big battle because you have to do more team assembly for the next big battle. Its like you did the entirety of ME1 to start with, then the ME2 and ME3 main quests in short succession afterwards, all as part of the same exact game. At least you can just fast travel without needing to physically fly the Normandy places. Cutting out the Kaer Morhen fight and leadup to go right to the prepwork for the final fight at Skellige and the resolution of the Nilfgaard/Temeria/Redania hate triangle would have been a hell of a lot smoother and more enjoyable.
Skellige was when I dropped off side quests hard though, I don't think I wound up doing a single monster hunt even though that was one of my favorite aspects of the game, but by the time I got to Skellige I was simply getting sick of the game.
