entirely? no, however you need to look at all the factors involved as well: how hyped was CDPR as a studio? how long has the game been in development? that's an awful lot of time and an attractive target for rot to set in.
I mean, look at CDPR itself, after they shat on bioware years ago with witcher and bioware became more and more retarded (in a process eerily similar to CDPR), a lot of those autistic biodrones set their sights on CDPR, one of the few devs that let you bang your virtual waifu/husbando as some form of AAA dating sim. add to that how "CDPR are one of the few good devs left" and witcher's meme status among normalfags, a lot of shitty devs and writers were eager to get a gig there. not to contribute, but to piggyback on the prestige that comes with it - you can see the same effect everywhere, just look how hard most "nerd" franchises have been abused in the last few years. in short, imagine your talent pool being heavily diluted by chuck wendigs and mitch dryers.
on top of that till a month ago CDPR was a studio "that could do no wrong and knows what they're doing", giving them ample freedom to fuck up
hard, much harder than your average studio with tight oversight - something that has been happening for decades and still does, just look at star citizen.
so now you have a lot of shitters that want to work for you, and as a studio you think you're legit one of the good guys (as in "we leave greed to other people" and what
@jje100010001 posted, which is some fucked up creepy google "don't be evil shit", and we all know how that turned out), it doesn't take much to open the floodgates for a lot of shitters to get hired, and once they're there that's it, good luck ever getting rid of the that rot. it's not like HR or management looking for idpol browny points cares how the hires will fare in the end.
this might sound like some MUH SJW paranoia, but think about this: how would
you work with those kind of people where you constantly have to carry them and walk around on eggshells tanking productivity? you can't try to "fix" it else you're problematic, toxic and whatever buzzword is en vogue at the moment, at best be ready for more sensitivity training (less time getting your actual job done). you can't fire them, getting rid of someone based on incompetence is already difficult enough to prove (if it's even a clause in the contract), opening yourself up for lawsuits, taking a PR hit and having to hire new people (=expensive, most people aren't even aware of that), so in some form of cosmic irony they get promoted. almost everyone can handle spreadsheets and do meetings, right? plus especially for women there's still the perception they are better at "managing people" than all the complicated technical stuff (they were hired for in the first place tho), this sounds like a smart and clear win/win for the company, doesn't it? you get rid of a low productivity employee affecting a whole team, meaning you can hire someone competent now since you still have enough for your diversity quota
and turn that employ into someone actually productive - by putting him on top of the team he was shitting up. if you're lucky he/she/they/xir gets to shit up another department. think of it as the peter principle getting raped by a roided up equality of outcome agenda.
as others said, most of the people to blame are the ones in charge, but they didn't become shit on their on volition and over night, least of all get hired for it. it's a process, and shit like cp2077 and all the AAA blunders you see more and more is just the manifestation of that. you don't need a certain amount of shitters, just enough shitters in positions that matter to turn a mediocre game into literally shit.
as for the last gen lie, let's be honest that became only an issue after "good guy CDPR" said they gonna refund all purchases, effectively pissing off sony so hard they delisted the game. consoletards are used to gleefully eating shit and asking for seconds. no company runs ads with the lowest hardware version (if they don't outright fake bullshots, sony itself is fucking notorious for that). 15 fps? that's cinematic! and if you have a problem with it buy a ps5 you poorfag, did you honestly expect 4k@60fps on your base version?! bugs? they'll get fixed, just wait, CDPR isn't like <shitty AAA publisher> (and apparently the last few patches have fixed quite a bit).
literally all CDPR had to do is keep their mouth shut, make some empty "we are aware, we hear you, we're working on it" concessions, let people complain while getting shouted down by the drones and by now people would've completed the game even in it's fucked up state, or dropped it. either way they would've moved on and "remember the launch?!" would become it's own meme, if it even gets to that point and not everyone conveniently forgetting it, just like how everybody can't remember how shit witcher 3 was at launch and lot of games are these days. no one is gonna learn anything from this mess and make it affect their next purchase.
as much as people complain about shitty AAA publishers, those know how the game is played, especially with a customer base full of retarded sheep that gonna preorder the next hyped product no matter what - how else would they still be in business?
