He is clearly suing outside of his most convenient venue because of his vexatious litigant status, and David Anthony Stebbins should be recognized as a vexatious litigant in every district, as he has repeatedly shown himself to be a bad actor, and clearly files suits and abuses the court system in order to obtain windfalls.
