BPD symptoms can lesson with age but yeah, the best treatment for BPD is shit like dialectic behavior therapy that teaches you effective, healthy coping skills and critical thinking and shit. It's still not an easy road at all.
I'm not entirely sure it would be eugenics based at this point, but perhaps a way of helping those who has fallen to behavioral sink cope with existence. Paying people to sterilize themselves and live like societies pets in their little hamster pods would probably appeal to a lot of people. That's also what would make it dangerous, as it is taking advantage of psychological frailty. I'm not sure what task they would provide for the service, but sometimes it seems like this group of people would be more content just giving up.
