That is him. He started up his Wikipedia account (or at least that account) in December 2014 and almost immediately involved himself in the Gamergate arbitration case. This should have sent up huge red flags (and even Ryulong had marked him as an SPA), but because he was an anti-Gamergater they looked the other way. He's spent close to two years of his life sperging out against Gamergate on Wikipedia and has repeatedly tried and failed to get an editor called DHeyward banned. Since he is a plebbit fag, he will often canvass himself to whatever topics KIA is discussing.
He was also active on an anti-Gamergate-on-Wikipeida blog made by another GamerGhazi user, which was also frequented by Dumuzid and some others that are still involved. May Tree, the one who started the blog, wasn't autistic enough to keep paying for it and it is now dead: http://archive.is/sealionsofwikipedia.com
Probable he is the same person.
As for the realdoll thing, I'm sure he has/had one originally, and it was perhaps modelled after the girl he was talking to online originally. The typical stop motion gifs of her from early on are an example, which is a popular pastime amongst real doll communities.
Eventually he was able to convince the online girl to come to live with him, in exchange for the jaw surgery she wanted. Perhaps he even showed her the realdoll to give an example of what she might look like afterward. Peter ran the funding campaign to get her the surgery, and she agrees to move to where he is to play along as his "wife" for media purposes.
She might also want to get into acting or modelling, which is why she appears with Peter on his youtube channel, its a career move for her. She is starting to look more like a real doll now with the amount of makeup she has. But I don't think shes a innocent victim in any of this really.
