I disagree that Elon is merely an "autistic grifter" in this instance. Trump has gone out of his way to put people in charge that have an axe to grind with whatever they're supposed to gut.

This is Edward Coristine, a DOGE employee who has been working in the agencies and interviewing career civil servants who have been asked to justify their jobs. According to Wired, he reports to Amanda Scales, the xAI employee who carries out Musk's will at the Office of Personnel Management. He has been given an email account at the General Services Administration and "A-suite level clearance" granting him access to all physical and IT spaces there. Wired also reports he has been given access to employees are worried he could gain access the agency's sensitive compartmented information facility, where the highest levels of classified national intelligence may be stored, processed, or discussed. Access to SCI normally requires a background investigation that may take over a year, though for a young person like Coristine it can go much faster. President Trump has been granting interim TS/SCI clearances [archive] by decree, so Coristine may have been cleared that way. The government might not think it's worth investigating people any more, but we think it's important and there is plenty of publicly available information available for inspection.
Coristine attended Rye Country Day School, a private K-12 school where tuition ranges from $50,675 to $57,350. He was on the wrestling team and graduated 11th in the Class of 2024. After graduating, he spent three months working at Neuralink then matriculated at Northeastern University, a private research university in Boston, Massachusetts. According to the school paper [archive], he never really wanted to go to college. He wanted to build his own thing like Bill Gates or Mark Zuckerberg, and he idolizes Elon Musk. He is a mechanical engineering and physics major, but may have dropped out or gone on sabbatical after his first semester.
His father, Charles Coristine, worked for JP Morgan on Wall Street before pivoting into the snack industry [archive] in 2011. His company LesserEvils does over $100 million gross sales yearly. In 2008, Charles gave $1000 to John McCain. No other donation information was found on OpenSecrets.org or FEC.gov under his name or the name of his company.
His apparent mother, Anna V. Martynova, is a 47-year-old woman from Russia. She appears to have studied at School 550 in Russia before immigrating to the United States, possibly with Alexander Martynov in 1995. She has held various banking positions and lectured in universities. She works as a senior director and portfolio manager at Legal & General Retirement America. She also has a company, Blue Sky LLC, which provides "miscellaneous ambulatory health care services." No political donations could be found. She has an infrequently-used Facebook account and is anna-smartynova on LinkedIn. More information may be available from Russian-language sources such as VK.
According to WhitePages.com, the Coristine family resides in a New Canaan, CT manse [archive]. Real estate agents Barbara and Arnie Sivba [archive], whom Anna and Charles described as "the bomb," helped them find a weekend place. They also own, or did own, a slightly more modest house in Larchmont, New York. Westchester county property records indicate they co-owned real estate at least as far back as 2007.
Charles and Anna are not the only entrepreneurs in the Coristine household. Opencorporates.com [archive] reveals a number of companies that Edward Coristine either formed or served in as an officer. It is not clear what goods and services these businesses provided or who their customers were. Verification and NAICS codes can be obtained from government web sites, but it was difficult to archive these.
Mistdeck LLC formed 12/2/2021, dissolved 9/10/2024. According to Connecticut records, Coristine apparently partnered with Eli Klaus of Pembroke Pines, Florida, in this venture. It provided "professional, scientific, and technical services." There is a Mistdeck GitHub, but it is devoid of information.
DiamondCDN LLC, formed 8/23/2022, dissolved 3/14/2024. Connecticut records indicate it provided "other computer related services." Coristine described his position as "Founder & CEO (Chief Everything Officer)." DiamondCDN has a Github page [archive].
Tesla.Sexy LLC, formed 12/2/2021, last annual report filed 3/2/2023. Tesla.Sexy is identified with DiamondLLC on PeeringDB [archive]. Per the State of Connecticut, it provides "professional, scientific, and technical services."
Opencorporates suggests he founded Swath Limited (UK), incorporated 12/6/2021, dissolved 6/6/2023. The UK record [archive] shows the founder was born in December 2004. It is unlikely this is the Edward Coristine who graduated high school in 2024, but it is possible. The founder's profession is shown as engineer.
Coristine also used to have a web site called Investors for the Community. The web site is gone and no archive has been discovered, but we do have a snippet from the About Us page:

The Investors for the Community Instagram [archive] still exists. It posted fourteen photographs (including one duplicate) in July 2023. They all follow a similar pattern: a tech company-related photograph and a bit of investment-related text promising analysis or insight. It is unlikely Coristine took the photographs and he does not give credit to their owners. There is no actual analysis presented on Instagram, nor are any analysts identified by name. The final post was a money printer meme.
It's not clear what Investors for Community was. Was it an elaborate LARP? A web design exercise? A scam? Was it related to Coristine's other companies?
The Investors for Community Instagram identifies likely personal Instagrams @edpalguy and @d_z1010. The latter name is obscure; it may be a reference to the DZ-1010 model railroad crossing gate [archive] or the ZD1010 [archive] line of Asics wrestling kneepads, but neither solution is very compelling. These accounts have been deleted and do not appear to be available in archives.
In addition to his entrepreneurial activities, Coristine claimed to have worked several regular jobs. He has been a camp counselor at Camp Playland of New Canaan, a system engineer at Path Network, a warehouse team member at his father's snack company, and an assistant bike mechanic at 10538 Bicycles. Wired also reports he spent three months at Neuralink.
The bigballs LinkedIn has been deleted along with most DOGE social media, but some traces of him remain. Coristine did not delete his Facebook, but he only posted on it twice as a child; it is innocent and charming. He has a GitHub profile [archive], on which he describes himself as a technologist with a passion for improving humanity. He recently contributed to balltrackerfrontend, that's how we know it's our Edward. His purported Twitter account, edwardbigballer, appears to have been hijacked or was never his. Recent posts are clearly intended to disparage Trump or Musk, but such posts extend back to December, before Coristine was outed as a member of Doge.
Coristine does not appear to have been involved with law enforcement, but Wired reports a Telegram handle associated with him was used to solicit a cyberattack-for-hire service in 2022. I have not been able to corroborate this and it's not clear whether the cyberattack was serious, a prank played on a friend, or a stress test for one of his software projects.
For better or worse, Coristine lacks most of the qualities you might expect in a minor political appointee. His parents have money, but they don't give it to politicians. He attended an elite secondary school, but has not distinguished himself or been groomed in post-secondary. He did not apply through any of the usual internships or fellowships. His work history is unclear, but some of it appears manufactured. The foreign connections and alleged cybercrime are concerning for one who has unprecedented access to information systems. He hasn't even feigned an interest in public service, vacillating between a desire to "improve humanity" and a desire to be a tech mogul like Zuckerberg or Gates. Or maybe he thinks they improved humanity, in which case we're boned.

Bloomberg reports Coristine was fired by Path Networks in June 2022 for leaking internal information to a competitor. He retained privileged access to their network after his termination and said he could have wiped their public-facing servers, but he wasn't that kind of person.
