Also, I'd expect the school to be strict on grades to the point that failing would get you kicked out, strict on uniform policy, banning the usage of cell phones, and hiring staff with a clean record. A school like that wouldn't allow the delinquents there, the bullies wouldn't be allowed either (I could see Musume there, considering how much money her dad has, and if her dad, say, donated money to the school, I could see her getting away with things other students wouldn't) unless the staff is somehow blissfully unaware of it, and a group of girls wouldn't be permitted to go around pepper spraying people.

Point 1: In Japan, the system is so harsh than there are few failing cases in all schools. However, the're so many pression here that in most cases, those who fail commit suicide :/
Point 2: All schools have strict dresscode uniforms, like i've said above. Girls can enter school with shorten skirts, but if teachers see that, the'll be in big trouble. Cellphones and accessories are prohibited, and all students must have decent hairstyles. (No weird colorations, hu Alex?)
Staff members are clean. They help students when they have any problems, and have a strict dress code, like everyone who works there.
