IS the executive branch, who is in charge of enforcing the laws passed by congress. The Supreme Court interprets the law. The lower courts are created by congress and are technically part of the legislative branch. Agents of the 4th Circuit court aren't going to take down a drug ring, the DEA does. And the DEA is part of the Executive.
