The NCR needs Hoover Dam. The deal between the NCR and House is that enough electricity from the Dam goes to Vegas to keep it going, the rest goes to California. That's part of the reason why the other towns in the Mojave don't really like the NCR or House, neither one cares if those communities get electricity.
The implication is that if the NCR loses the Dam, it will stagnate economically with the loss of that power supply. The society in California won't be able to keep growing without it.
Caesar's Legion doesn't need the Dam. Caesar doesn't care about the electricity. His ideology is perpetual war to give society a firm, unified purpose. If the Legion doesn't have an endless supply of new enemies and territory to conquer and it doesn't have the unifying political symbol in the person of Caesar, it has no raison d'etre. That's why people think the Legion will decay and break apart if it beats the NCR / when Caesar dies. The Legion only cares about the Dam because the NCR cares about it enough to make a stand there and fight a decisive battle for it.
House needs the Dam to keep Vegas powered, keep the energy cells of his Securitrons filled up with juice, and to power his industrial and scientific plans to go to space or whatever.
The Courier doesn't need the Dam unless you the player decides the Courier does.

So, Mike and Zach finished The Frontier's NCR campaign, and lo and behold, it was shockingly bad. I feel awful for Ray Chase the most. You get a high profile VA like that and it's wasted on melodramatic, obtuse-and-yet-somehow so linear it makes a straight guy look gay mod. Overall consensus is that a lot of the side content is pretty good, it's just (mostly) the NCR being dicksucked by one guy who watched way too many Cawadooty videos.
Anyway, that's not the most important bit. The biggest thing is that Mike and Zach interviewed Tgspy the day after. The dude who's effectively become de factor representative of the mod being reworked. A few interesting tidbits came out, mostly regarding how a ton of shit is being removed and reworked, as well as further improvements to technical shit. By his word, seems like shit like the space station can't really be removed, because it's so heavily centered around the conflict in Portland. Maybe the rework will fix that and make it a finale?
I don't have a lot of hopes for it. Dude blamed shit like America (girl you can enslave in the Crusader questline) talking about her "stinky smelly feet" being blown out of proportion by "4chan" and other "unsavory" individuals. The entire mod is beyond salvaging except for the technical features (such as the driving mechanics) and it probably won't be long before those technical features become full fledged standalone mods much like how features like sprinting, grenade quick throwing, or helmet overlays became standalone when Project Nevada got too old.

Man, I love how all these DLCs are connected one way or the other and form a grand narrative when put together. Its honestly kind of genius.
The smartest characters in the game predict the Legion will fall apart slowly but surely once Ceasar kicks the bucket. He will be replaced by incompetent leadership who wont be able to carry the same level of charisma and intelligence as him. I almost see the relationship of Ceasar and Lanius like a Lenin and Stalin situation. The former was the political leader, the latter was the military one. Once the former kicked the bucket, the latter takes over and is clearly not capable of leading without constantly going down into demonstrations of strength and violence (which will seal the Legion's fate in the long term). Its something that has happened multiple times through history and the Legion is no exception. Ceasar seems to kind of ignore he is comitting similar mistakes as the actual Julius Ceasar.
You kind of get the feeling that the Legion is really kind of desperate to take the Dam because they need it to solidify a good base to build the empire further. The NCR is in a similar boat but not as desperate, they have California to retreat back if they lose the Dam. A defeat at Hoover Dam will be an inconvenience for the NCR long term (I almost argue that they may even come off stronger from it since they wont be so over stretched anymore) and a death sentence for the Legion long term.
A military defeat hurts the Legion, but withdrawing in good faith because they do not want to commit like Graham did will not cause a collapse. The biggest threat to Caesar isn't a bad inheritor, it is his beliefs and legitimacy discredited and threatened by people who expose the Legion for what it is, a bunch of roleplaying slavers. But without their legitimacy threatened they are a huge threat since the Khans show what happens to a tribal group who cut ties with the Legion and somehow not die, they end up fading away on reservations or throwing their lives away in war, extinguishing themselves. To overcome Legion brainwashing you need a cultural identity different from the Legion to lean on.
But Legion collapsing post Caesar will still follow his way of rule and law. A revolt that overthrows Caesar will find the rebels using the same methods to survive.
House and NCR on the other hand has no one wanting to uphold their legacy should their leadership croak.

The Frontier is a mod that depending on where you look at, its the best or worst mod there is.
In terms of what they were able to pull off with the engine? Wow...its magical to see what can be done with this engine and should be proof Bethesda never utilized it to its full potential.
In terms of setting and side quests, its nothing amazing but nothing bad either. People say that if they just allowed you to explore Portland with just the sidequests, the game would have not been as hated. Its an interesting setting with intesting characters. In the end, a lot feel like there was more focus on writing the side quests than the main one.
Now for the main quest (sticking with NCR here as its the "canon" route), its awful. Absolutely awful. I have seen so many mods that are able to pull off something more meaningful and impactful. The story has a barely original bone in its body. And look, I get it...nothing is technically original nowadays, but as a creative person myself, the key is finding ways for it to engage you either way, to make you NOT care that it isnt exactly original and for it to stand out on its own. But there was just so much "could" and not enough "should". Like bringing the Enclave into this. 100% unnecessary, its filler just to introduce the C-Finder. There were better ways. Its like they wanted to a setting in space but not make it its own mod (which is what they should have done, maybe an optional add on for The Frontier at most). I particularly hate the space station section because its the part where the unoriginality sticks its head out the most. We have Dead Space, Mass Effect, Aliens, fucking Wolfenstein (this one is literally plagiarism as they copy scenes from New Order right down to the same dialogue and choice) and many others and no one think that this looks bloated and dettached? A serious lack of communication and sticking to a single vision. When you get out of the space station and back to Portland, shit doesnt get much better...the infiltration of the Legion Stronghold was decent and AJ was a good character I wished had more presence before this part (In fact the whole Wolfpack needed that for me to give a shit when they get Rogue One-d...oh yeah, another piece of media they ripped off, I almost forgot).
Then when Rancor decides to go all evil twirling mustache villain, its when the game just lost me. There was literally no sense to his actions anymore besides being an angry confused boy that wanted to screw over everyone because he had lost. I almost kind of wanted there to be a twist Rancor wasnt the spy and turns out he USED to be a spy but had changed sides when The Legion killed a woman he cared for so now he was a double agent feeding The Legion false information and...AJ is the spy! Thats right, turns out it was all a plan to trick you she is on your side when the Legion had beaten the spirit out of her and converted her to their side! And now Rancor is working with you to stop her! Seriously, it would pull the rug over us for thinking that the obvious spy wasnt just a red herring. But no, in the end, all sides are destroyed and Portland is back to being the desert shit hole that it was even back before the war. How needlessly depressing. If you didnt want to have the Exiles messing with the canon, just say that the Liberator was damaged or that they are going to wait for the outcome in Hoover Dam before making a move. I mean, lets face it, its not like we will see what happens after New Vegas anytime soon so you could make up your headcanon that the Exiles removed Kimbal from power and installed someone better.
There was a good idea hidden underneath all of this junk writing, it just needed focus and to allow you to build an attachment to all of these brave men and women. Blackthorn comes off more as a dork that jerks off the Courier constantly than the wise but stern father of his men type of leader he was suppose to be. They didnt give me a reason to care, and have everyone kiss my feet doesnt count for that.
In the end, The Frontier is a cautionary tale about hubris, ambition and the dangers of lacking vision and proper cooperation destroying a legit amazing mod that would be a must install for ever playthrough of New Vegas and "unofficially" part of the canon for many. Doesnt matter whatever changes they made, its dead, Jim.

I really, really want Fallout 1 & 2 remakes. System and quest are perfect as they are, all it needs is modern audio/visual update. Phone version (in Unity) would be nice, of course. Also killing kids who pickpocket your character is fun as fuck.
