Their victories didn't make them better; it made them cockier and stupider. There are people who legitimately won’t play New Vegas because they want to spite New Vegas fans and because they fear they might turn into one due to what they’ve heard and seen online.
There’s a difference between liking New Vegas and being a New Vegas fan. Hell, you can even like New Vegas the most and hate the Bethesda games without being a New Vegas fan.

Honestly I've played Fallouts 1 & 2, and I love the story, the music and setting, but anyone that tells you that the OG games are better then the new games gameplay wise and you just need to "GIT GUD" are blinded by nostalgia. 1&2 are so fucking clunky and archaic its not funny. I shouldn't have to read a goddamn novel just to figure out how to play. The Enclave in FO3 necessitated a superweapon and an OP main character for the Brotherhood to defeat them. The NCR is about to lose to a bunch of dudes in skirts led by a Roman weeaboo and a dude with a mask. If you look at the final battle in FNV, the Legion version is the easiest one since Legion troops do half the work and slaughter NCR soldiers faster than you can keep up. You have to actively compete with your own side just to get any kills. Can't say the same for the NCR side where the enemy is literally pouring into the Dam one room away from General Oliver's office. It was a good thing that in my NCR playthrough, I recruited the Brotherhood for the NCR, and their paladins were the first line of defense against the invading Legion troops. Take them and the Courier away, and I'm certain that those Legion Centurions would've had no problem punching through and killing the NCR general.

Same here. I viewed fighting the Enclave in FO3 in the same vein as fighting the Legion or the NCR in FNV. Sad thing is, Obsidian proved they're no better than Bethesda after Outer Worlds came out. Mediocre to the extreme. The NCR is already at its breaking point in FNV. They really need the win in order to rebuild their faltering morale and revitalize their overstretched army. Their victory in Navarro was against a small Enclave force that was left behind while the main force left for DC. Their victory against the Brotherhood was due to numbers. Their victory against Joshua Graham was due to luck, and we see the latter be proven true as all over the Mojave in FNV, the Legion acts unabated while the NCR is scared shitless of them.

The bureaucracy's being stretched thin, NCR troopers die like flies, and the only hope they have is keeping the Dam and the power it supplies. The fact that the same guy who won the Battle of Boulder City for the NCR thinks it's impossible for them to win goes to show that yes, from the POV of the smartest people in the Republic, their loss is inevitable.Yeah, sure they lose the region but that's it. And with them winning the Mojave, the Legion will still keep going strong, even under Lanius. The NCR won't be able to compete with them after losing the Mojave; more likely, the brahmin barons and the rich folks will take over once Hanlon, Kimball, and Oliver are dead, and they're more than likely to sell the Republic to Lanius to save their sorry hides.

The NCR isn't incapable of doing it so much as their leadership won't let them. This is the running theme the faction runs on and why they haven't crushed the Legion by now. It's established all the way back when you first go to Mojave outpost. They have men and equipment to spare but their orders are being given down by either a jackass who wants to look fancy (Oliver) or another jackass who is a self defeating doomer (Hanlon). The bulk of the NCR in California by contrast has rebuilt the place to prewar standards and has a functioning industrial economy with sufficient food and manpower to get through the game unabated even with the Mojave occupied.FNV pretty much shows that the NCR is not a capable nation-state. Oliver became its top general by kissing ass. The whole system is dysfunctional and relies on ass-kissing and political favors to get anything done. The soldiers have low morale because ever since Boulder City, the Legion has been fucking with them, they've got a thousand problems that they don't have the crew to solve, and the butcher's sword is literally coming for them in Hoover Dam. Literally, they can't even solve the fucking Powder Ganger problem, a problem that some pissed-off mailman with a decent pistol can solve.
Hanlon is a suicidal old man who thinks Caesar is literally going to live forever and can't get over what happened in the first battle. Notice that he changes his tune completely when he learns Caesar has a tumor and will die soon. His whole opinion is based around dealing with chucklefucks like Oliver and thinking his rangers have 20 years of bullshit in some place he doesn't give a shut about but notice how his projections completely change when he realizes they can just hold out for another year and pick the Legion apart after that. He's not scared that the NCR is fundamentally broken, he just thinks it's a boondoggle to be dragged down by a rival power. Those are different scenarios.Ulysses wants to use nukes to cut the supply lines for the NCR, but at most, he's just trying to accelerate what is inevitable. Hanlon can already see the writing on the wall, hence why he's trying to get the NCR to retreat in good order to preserve its fighting power instead of getting its troops killed trying to defend the Mojave against the Legion.
